Indian Railways Set to Receive Rs 3.5 Lakh Crore in Budget 2025
Indian Railways is gearing up for a transformational phase in the coming years, with a significant allocation expected in the Union Budget 2025-26. The national transporter’s modernization drive has already seen a substantial boost in the previous budget, receiving an allocation of Rs 2.62 lakh crore in 2024-25. However, with ambitious projects on the horizon, the upcoming budget is likely to see a sharp increase, with industry experts, including Debi Prasad Dash, former General Manager of Indian Railways, predicting a Rs 3.5 lakh crore allocation — more than a 20% increase from the current fiscal.
As Indian Railways pushes toward a future that blends high-speed connectivity with cutting-edge technology and safety enhancements, several key objectives are set to drive its growth in the 2025-26 budget:
1. Expansion of High-Speed Rail (HSR) Networks
The vision for the future of Indian Railways includes the development of new high-speed rail corridors that will significantly reduce travel times and provide more efficient connectivity. Proposed projects like the Delhi-Varanasi, Chennai-Bengaluru, and Mumbai-Delhi corridors will not only enhance the speed of travel but also reduce congestion on existing rail routes. These corridors will play a key role in bolstering intercity travel, supporting economic growth, and boosting tourism.
Additionally, there are plans to extend the reach of high-speed rail technology across smaller and medium-sized cities, expanding the connectivity potential of HSR systems to non-metropolitan areas, further strengthening the railway’s role in India’s socio-economic development.
2. Safety and Technological Advancements
Kavach Safety System: One of the core areas receiving attention is the implementation of the Kavach train protection system. Aiming to reduce accidents and enhance train safety, the system is planned to be extended to an additional 5,000 km of tracks this fiscal year.
Drone Surveillance: To further enhance safety measures, Indian Railways is also investing in advanced surveillance technologies, such as drones, to monitor tracks and sensitive areas, enabling real-time reporting of issues and faster responses.
Smart Signaling and AI Integration: The modernization of signaling systems through AI-driven technologies will also be prioritized, ensuring more efficient train operations and better control over traffic on busy corridors.
3. Massive Infrastructure Upgrades
Indian Railways plans to add 6,000 km of new tracks in 2025-26, with a focus on ensuring that high-speed trains can operate safely at speeds of up to 160 km/h. Furthermore, several legacy projects, including track and bridge renewals, will be fast-tracked. This includes modernizing the High-Density Network (HDN) and the Golden Quadrilateral by introducing 2×25 kV electric traction, boosting both speed and capacity.
4. Rolling Stock Expansion and Green Transition
The future of Indian Railways will be green, with a clear emphasis on reducing dependency on fossil fuels. In 2025-26, the Railways will focus on acquiring 1,700 electric locomotives and 8,500 coaches. A major part of this expansion will include the introduction of 100 Amrit Bharat Express coaches, 800 Vande Bharat coaches, and 1,000 MEMU/EMU/Vande Metro coaches, along with the deployment of 10 Vande Bharat sleeper trains for long-haul services.
To further boost its green credentials, Indian Railways is also prioritizing the development of hydrogen-powered locomotives, aligning with the nation’s broader sustainability targets.
5. Performance, Revenue, and Sustainability Goals
Revenue Generation: Freight loading is projected to reach 1,800 million tons, generating an expected ₹2,00,000 crore in revenue. Passenger earnings are also expected to contribute ₹90,000 crore, with a focus on increasing non-fare revenue by 10-15% through innovations like advertising on trains and stations, along with partnerships for station redevelopment.
Fuel Transition: A major initiative will be the transition from diesel to electric traction across the network. This move is designed not only to reduce fuel costs but also to support India’s renewable energy targets. By leveraging solar, wind, and other renewable sources, Indian Railways will reduce its carbon footprint while ensuring cost savings.
Improved Operating Ratio: The Indian Railways aims to improve its operating ratio to 95% through enhanced operational efficiency and cost-cutting measures, such as streamlined procurement processes and digital transformation of maintenance and repair functions.
6. Human Resource Development and Innovation
Addressing the challenges posed by an aging workforce and increasing demand for skilled manpower, Indian Railways is set to launch new training programs focused on the future needs of the sector. By incorporating performance-based incentives, the Railways aims to retain talent and ensure a skilled workforce is available for upcoming challenges.
Advanced R&D: The emphasis on research and development will be expanded, with a greater focus on developing AI-driven systems, predictive maintenance technologies, and solutions for improving passenger experience and operational efficiency. R&D investments will also focus on next-generation trains and safety technologies, such as real-time hazard detection and advanced signaling systems.
7. Industrial Partnerships and Economic Growth
In a bid to support the development of industrial corridors, Indian Railways will partner with state governments and private industries. These collaborations will foster economic growth by establishing industrial hubs along newly constructed rail lines, boosting local economies and employment opportunities.
